Objective

Update and synchronize all application documentation to reflect the latest project state, including version synchronization, PostgreSQL 15→18 fixes, Rust CLI→Python db-migrate updates, project evolution updates, and the addition of 3 new ADRs.

Scope

• Synchronize versions across current-versions.md and project-evolution-complete-journey.md.
• Add documentation for PostgreSQL 18 upgrade and Python migration runner.
• Rewrite architecture and technical stack documents to reflect the replacement of Rust CLI with Python.
• Introduce 3 new Architectural Decision Records (ADRs).
• Sync root level README.md references and CLAUDE.md contexts.
• Update C4 Model diagram.
